Research
Our current research includes modalities on improving micro-finance at the community level and upgrading some groups into becoming village banks. This would require training and linkages with Cooperative and Village banks which could provide support. We would also need to assess the membership and the level of savings. Currently Sri Wanitha 1 and Sri Wanitha 2 at Thiranagama, Sri Lanka have succeeded in saving a total of $9000 over the period of 3 years and accomplished a 100% return on the borrowing.
In Tanzania, I was engaged as team leader of a Marine and Coastal project supported by the World Bank and the Global Environmental Facility. In a $61million project, one aspect was to establish a Marine Legacy Fund towards financial sustainability for marine conservation. While the design aspects were advanced during project preparation, the Fund never got established. Initial research indicates that the failure was due to the lack of trust and coordination between the two sides of the United Republic of Tanzania, mainland Tanzania and Zanzibar. Part of my research on financial sustainability includes the identification and resolution in partnership with government/s the obstacles to establishing this Fund which would help greatly to sustainably manage the valuable marine and coastal areas of the country.
At the global level I am also involved in the design of a trust or other financial instrument for the long term support of key activities of the Global Forum on Oceans, Coasts and Small Islands. One key theme that could be supported by such a fund is enhancing capacity to manage marine and coastal resources and areas. Given the scope of exploitation of oil and gas reserves offshore, particularly in the African continent, capacity is urgently needed to put in place legal and institutional frameworks, carry out monitoring and enforcement and the design of biodiversity offsets. Globally, the decline and fisheries, the degradation of biodiversity and impacts of climate change require increased awareness among stakeholders at all levels and capacity to identify and implement proactive and remedial measures.
